Level 18 punishes reactive play. Look at the preview queue every single move. It shows the next 3 blocks. If a shape is coming in 2 moves that needs an L-shaped gap, prepare that gap NOW. Every move should prepare for the next 2. Players who ignore the preview will lose on Level 18 every time.
